Saskatchewan Premier Scott Moe says he's been in contact with Quebec's Premier designate.

François Legault was voted as the replacement for former Premier, Philippe Couillard, on October 1, and will take power in the province Thursday.

Moe said that he was looking forward to working with the founder of Air Transat on the economy.

"Well I've reached out to Premier Legault, and offered my congratulations, and I look forward to working with Premier Legault on a number of different initiatives with respects to the economy, the Canadian economy, and the opportunities that we may impact areas of the province, energy-producing areas."

Moe went on to say that Canada is now in a state of change, in relation to both new premiers and opposition to a carbon tax.

"We see the face of our provincial leadership across the nation is changing to some degree, I mean, it was about [two years ago] as well Saskatchewan was a lone province when it came to our not moving forward with a carbon tax in this province, we now see that has very much changed, with four Atlantic provinces that are out of compliance with the federal government's carbon backstop."

Legault has said in the past that he does not support a carbon tax, but does support a carbon market, which gives a maximum amount of emissions that a company can create, but if that company desires, they can purchase more.
